The Innovate Dementia project aims to promote innovative care for persons living with dementia. The innovatieve, sustainable solutions developed and tested in the Living Labs take account of those socio-economic challenges concerned with ageing and dementia.

The European Interreg IVC project CASA (Consortium for Assistive Solutions Adoption) is about the development of regional policy and exchange of knowledge around the up scaling of innovative ICT and services for independent living. Demographic changes make it necessary to organise the care and housing of senior citizens and chronically ill in a smarter way including the use of ICT. This also gives opportunities for innovative companies to develop new tools and services.

In the CASA project 14 participating organisations from 13 European regions interact on the topic of policy development to give a boost to the implementation of Ambient Assisted Living (AAL) solutions. We do that among others by study visits, exchange of good practices, secondments and a final conference in the period 2012-2014.

The Celtic Alliance for NanoHealth (CAN) is a cross-border innovation platform linking business and academia in the emerging nanohealth sector. CAN aims to lead developments in nanohealth internationally from scientific, technological and economic innovation perspectives.
CAN brings together the strengths of four academic partners with specialist nanohealth initiatives: Swansea University, Trinity College Dublin, Dublin City University, and University College Dublin.

Project activities

CAN will deliver enhanced and simplified access to high-throughput screening technologies for healthcare focussed businesses in the cross-border region enabling them to benefit when developing and assessing new products and processes. Currently businesses would require additional highly skilled staff to access these technologies. CAN will develop simplified systems to enable ease of access to technology platforms for businesses. As the nanomedicine market begins to expand and mature, businesses with access to more rapid product development assisted through access to ‘plug and play’ technologies will benefit significantly. In addition the outputs of these developments such as software and software interfaces will be transferred into the cross-border business sector for commercialisation.
Further innovation will be delivered through the establishment of an innovation support network aimed directly at SMEs. This network will deliver opportunities to SMEs through Wales-Ireland Alliance for Entrepreneurship networking events. Businesses will be invited to an event to capitalise on the opportunities disseminating from developments in advanced imaging, and also to ‘pitch’ to a Venture Capital panel, as well as participating in open discussion fora and networking activities. These first events, will take place in Swansea and Dublin.

People across Europe are living longer now than ever before and the distinct needs and concerns of older and disabled people as members of society is an increasingly important topic for governments and service planners.

I-stay@home (ICT SoluTions for an Ageing societY) involves housing providers as well as technical partners from North West Europe and aims to identify, select and test a range of affordable ICT (information communications technology) solutions that can help older people to continue living independently in their homes.

The consortium partners are emphasizing aspects such as safety, health and comfort when evaluating products and services, in addition to energy consumption and communication.

The project partners believe that a being supported at home should be possible for all, irrespective of income or economic background. Affordability is therefore another important criteria for all devices, services and solutions that are chosen for testing.

Project activities

  • Identify and consider the core concerns of older and disabled people in terms of their ongoing independence at home (2012).
  • Make a pre-selection of affordable ICT based products and services that are currently available (2013).
  • Live test the selected solutions in about 180 homes of tenants from the participating housing organizations (2014).
  • Publish details of the products and services via a database platform to make them better available for the elderly tenants and housing providers (2015).

Economies & people within the triangle Southern-Netherlands – Western-Germany – Eastern-Belgium are growing ever closer together. One of the main assets of this cross-border region, the greater Euregio Meuse-Rhine area, is the huge knowledge potential. Based on an international benchmark-study several promising business & technology fields were identified for cross-border development & cooperation:

• High-tech-systems (covering Energy, ICT, Automotive)


But, cross-border cooperation between small and medium-sized enterprises doesn't necessarily sell itself. This is why the framework was created to provide companies with a platform for contact and cooperation across borders tailored to their needs a year ago with the "towards Top-Technology-Cluster" (TTC) project. Starting from the individual company needs, TTC offers a whole range of support services aimed at establishing cross-border cooperative alliances and/or innovation projects in the greater Euregio Meuse-Rhine1 region. These include the main pillars of cross-border network events, business development support as well as initial financing options.

Project activities


  • Organize regular network events for individual and/or several fields of business and technology on specific topics. Representatives from companies, though also university and research institutions, are given the opportunity to get to know interesting players from the neighbouring regions and establish contacts to potential future partners. These can take the form of public come-together events ("socialising events"), preparatory "one-on-one" meetings of enterprises ("B2B matchmakings") or specific searches for project partners ("brokerage workshops"), where possible partnerships for innovative projects are sounded out. A total of more than 50 such events are planned in all seven regions during the life span of TTC.


  • Provide individual advice and support for companies, the so-called business development support (BDS), is the second pillar. Interested enterprises can call on the services of BDS Managers in all of the regions involved; these help them generate new business ideas and offer bespoke help in the search for partners and the establishment of cooperative alliances. The companies themselves determine the course: the development ideas and wishes of the companies, their appraisal of technology questions or market opportunities, though also initial business ideas and possibilities for cross-border cooperation are gathered during company interviews. 140 company interviews were held in 2011 in all of the regions and these will be continued in 2012 in a more in-depth form. But that's not all the BDS Managers do: so-called "Technology and Market Roadmaps" have been and will be prepared in all relevant fields of business and technology. These are thematically focussed prospects for the future in promising fields that identify the development trends that will probably be relevant for technology and the market in the coming two, five or ten years. These roadmaps are presented to the companies at joint "roundtable" meetings. They are discussed with other innovative companies and the business and cooperation opportunities are given a once over. The companies jointly generate new ideas for projects in this structured form. These are then consolidated into concrete project applications for submission to both the GCS innovation fund as well as other sources of grants in-depth workshops


  • The third pillar is financial support for cross-border cooperation between SMEs. The BDS Managers help companies apply for grants in words and deeds. Apart from the innovation fund, TTC also offers a smaller support measure in the form of an "innovation voucher". The aim of this voucher is to provide quick and easy assistance tailored to the needs of the SME at an early stage of the pending cross-border cooperative alliance. With the innovation voucher, for example, you can finance smaller feasibility studies or patent research up to a sum of 5.000 euros (non-repayable grant). This is an incentive to actually turn some good ideas into concrete, cross-border cooperations between companies.

The project COALAS aims to improve the quality of life of disabled persons with loss of autonomy, based on recent advances in robotics (humanoid and mobile robotics). COALAS deals with the development of a set of innovative solutions to meet new needs and uses in terms of assessing the state of fragility, mobility assistance and maintenance of social ties and communication for disabled persons.

In2Lifesciences helps small and medium sized companies (SMEs) with the development and market entry of new products and services. We do this by helping them to find experts, facilities and investors in other European regions. These parties can help SMEs improve and speed up the transition from research to market. Our focus is on life sciences and medical technology related to human and animal health. 

In2Lifesciences can award financial incentives which can be used by SMEs to initiate contacts and collaborations with experts, facilities or investors abroad. There are three types of financial incentives available:

  • Meet & Greet incentives: up to € 500 for SMEs to travel and meet relevant organizations in other regions. Applications for these incentives should be submitted and approved before the meet & greet activity takes place!
  • Insight incentives of € 4.000 to exchange staff, receive training or contract experts to gather insight (on markets, technology, IPR, etc.)
  • Collaboration incentives of € 7.000 for an actual collaboration on an innovative new product or service

Dignity in Care (DIC) aim's to enhance the ability of ethical reflection and practice by students and professional care providers in health and social care organisations in the cross-border region, by experience based learning in a care-ethics lab. The approach is focused on enhancing insight in the ethics of providing and receiving care. The target is the improvement of dignity and patient centered care, especially for elderly people and those dependent on care.

There are 3 main activities in the project:

sTimul experience in a care-ethics lab
More than 350 participants (24 groups of 16 participants in each group) from stakeholder organisations in Zeeland, Dorset, Lille and Flanders will undergo the sTimul experience during a simulation session in the sTimul: care-ethics lab in Moorsele (BE) or in Terneuzen (NE). Over 2 days and 1 night professional care providers simulate the role of care receivers, while students simulate the role of care providers. Following the sTimul experience, each project partner will set up post-sessional evaluations. All participants are prepared and guided by the facilitator and student trainer in their own region under supervision of the sTimul coach.


Learning into practice 
The sTimul participants have the opportunity to deal what they have learnt during the sTimul experience in the care-ethics lab in cross border study visits. The programme offered will consist of an exposure to working in health and social care organisations in order to exchange the sTimul experience and to discover the way of providing care in the other cross-border regions. Each region organises 1 study visit of 3 days, attended by 3 participants from each cross-border region. In regional network events  sTimul participants and stakeholders will meet at least twice during the project to share experiences and practice and to propose improvements. It is important to include also politicians and decision makers to ensure the sustainability of the outcomes of the project. The self-sustaining network of Dignity Champions in the UK will be introduced as an opportunity of continuing professional development.


The evaluation of the learning process from the sTimul experience is an important issue of this project. The evaluation strategy and framework is developed by an international evaluation expert group (IEEG). The group has several meetings to discuss the evaluation strategy and is reporting regularly on the evaluation process to inform ongoing and future activity. In addition in each region a resonance group of people who receive care is established to act as an advisory group. Each group will meet once a year and give feedback. In this way the needs of the final target groups (care receivers) remain the primary focus of the project. A joint certificate will be developed.  A final evaluation report will be produced by the IEEG.

For most of people, mobility is essential to participate in life roles, the ultimate purpose of neurorehabilitation as defined by PRM by the Union Européenne des Médecins Spécialistes (UEMS) Section of PRM, WHO & UK incorporating International Classification of functioning (ICF) which is an attempt to harmonise the conceptual model of rehabilitation across EU and the rest of the World. 

The project SYSIASS seeks to answer by developing new technologies to increase the mobility of the people and putting them in the service of patients and health professionals from our regions.

The SYSIASS project goals are both design and implementation of new devices for a powered wheelchair taking the users’ needs into account and the specificity of their cognitive abilities. These devices must be adapted and personalized to the user’s requests and interfaced with any commercially available powered wheelchair. They allow the users to easily navigate and communicate in indoor spaces as home, hospital or company and increase their autonomy.

The healthcare sector is under pressure. Life expectation and the need for medical care are increasing. This development has an economic impact and is also responsible for pressure on the employment market. The rising question is: how can we meet this growing demand? About 40 partners from Germany and the Netherlands are working on the project ‘Telemedicine and Personalized Care '. This cross border project is divided in eight innovative sub- projects that  are mainly focused on reducing the costs for medical care and providing patients more freedom in self-management of their  daily live.


Project activities

Noviosense for glucose management
The sub-project "Noviosense for glucose management" involves the development of a system that can measure blood sugar levels over the tear fluid via the sensor chip, transponder and receiver - without needle stick and blood loss.

Tele Blood Pressure monitoring
The sub-project Tele Blood Pressure monitoring developed a system that measures clinically validated blood pressure and sent data via internet to the physician. The system can be used at home or in special columns in a public places.
Health Navigator
The sub-project "Health Navigator" creates an intelligent hiking or biking route planning device for people in the rehabilitation phase.

Seven partners developed a system that can detect falls in the formation with the help of sensors and prevent falling by warning the user in time.

Assist Robot
The sub project "Robot Assist" developed a user-friendly, secure and flexible robot that supports the elderly and handicapped people in daily live situations - both stationary and mobile mounted on the wheelchair.
Real rower
The sub-project "Real rower" developed a game which can be used for rehabilitation purposes. The virtual environment will be appealing for both patients and family. 
Move Yourself
Getting up from bed or chair is often difficult elderly and disabled people . During the sub-project "Move Yourself" a compact and reliable technical aid has been developed that supports the stakeholders in these everyday situations.

The sub-project "QC1" involves the development of a new, low-cost test method for radiopharmaceuticals that are needed for important diagnostic imaging method. This is made possible by using innovative technologies and automated steps.

The Interreg IV-A project Cross Border Cluster Stimulation (GCS) aims to perform a cross-border grant programme where at minimum two cooperating SME companies from both sides of a national border, within the Interreg Programme EMR, can be subsidized for industrial research or experimental development.

Project activities

GCS provides grants to SMEs in order to stimulate cross-border cooperation and innovation. GCS can subsidize a minimum of two cooperating SME companies from both sides of a national border, within the Interreg Programme EMR, for industrial research or experimental development.


SMEs can apply for a grant via an official application form shown on the website: Also, SMEs can ask advise by filling in the quick scan. Based on this quick scan, one of the partners of GCS will contact the sender and discusses informally the potentials of the project/idea. Once discussed, senders can still apply for funding via the official application.
